How exported power is credited

Power sent to the grid is credited at the full retail rate (kWh for kWh), at least within each billing period.

North Dakota has a PSC rule rather than a statute covering investor-owned utilities for systems up to 100 kW. Consumption and generation are netted within each monthly billing period at the retail rate, and any monthly excess is 'net billed' at the utility's avoided cost with no carryforward at retail. MDU's current avoided-cost rate for ND excess is $0.0269/kWh, about 25% of the statewide average residential price of 10.92 cents in Jan 2026. The 1.0 share applies only to exports that offset same-month use; monthly excess earns about 0.25. Largest utility is close: MDU has about 100,700 ND electric customers (2016 figure) and Xcel has about 97,000 (2025). Xcel ND also credits monthly excess at avoided cost. No solar-specific fees were found. No 2023-2026 policy change was found, so there is no grandfathering issue.

What changes for a home with solar

A savings estimate that counts exported power at the full retail rate matches how exports are credited here. Where only month-end surplus earns a lower rate, homes that use most of their power themselves come closest to that estimate.

Electricity here costs about 12.4¢ per kWh (2026) and has risen about 2.3% a year over the last decade. A lease or PPA escalator above that pace makes the solar payment rise faster than utility rates have.
